The author, motivated by the work on the research and demonstration project, IMAGO (Innovative Marketing and Offer Concepts in District Communities with Local Bus Transport Systems) supported by the Federal Ministry for Education and Research between 2001 and 2005, attained a doctorate (PhD) following the present examination.The introduction in the mid-1990s of modern town (and city) bus systems in medium-sized towns (and cities) in East Westphalia, such as Lemgo, sparked a new development in local public passenger transportation. A number of towns (and cities) opted at this time for simple town (and city), local or civil bus transport offers, which however only show the product features of integrated town (city) bus systems in their approaches, comparable to the system in Lemgo. Based on twelve case-examples from East Westphalia and Lower Saxony, the author dedicates the present examination to these simple forms of offers on urban-centre development, and also to the connection between neighbouring towns (and cities) and community districts, which so far have barely attracted any attention in professional circles.
The examination not only goes into detail on the legal and financial framework conditions for Local Public Transport in local district towns and municipalities, but also on their practical implementation. Furthermore, supply and demand-based criteria and transportation efficiency is closely examined as the relation between operational expenditure and transportation revenue under the premise of corporate objectives for Local Public Transport. Finally, the impact of different levels of offers in Local Public Transport concerning the mobility behaviour of the population is also subsequently examined.
The volume, containing many vivid illustrations and table-information, as well as a comprehensive appendix, is aimed at both suppliers from municipal mobility services in local public passenger transport and at students, who would like to gain an insight into the subject of transportation and mobility structuring in rural areas.
